Background and Discussion:
On January 10, 2023 and August 8, 2023, Harris County Commissioners Court approved the PY23 Annual Plan for Entitlement funds, which included a global project that is supported by the above referenced Infrastructure Investments project activities.
Scopes for each Project:
HC Pct 3 N. Eldrigde Parkway Target Area 38 - Jersey LMI Sidewalk Project: to construct approximately 15,200 feet of sidewalk along N. Eldridge Pkwy and West Rd. to provide safe pedestrian access to facilities and school within the area. This shall benefit four thousand eighty hundred thirty (4,830) persons, which is (60.30%) are low to moderate income in Precinct Three.
HC FWSD 1-A Waterline Replacement Phase 2 Project: to installation of approximately 10,000 linear feet of 8”, 6”, and 4” water lines to serve approximately 150 single family residential homes due to the water distribution system does not meet current standards. The project is located in the Linus area within the service boundary of Harris County Fresh Water Supply District No. 1-A. This shall benefit three thousand nine hundred fifteen (3,915) persons, which is (81.06%) are low to moderate income in Precinct Two.
Expected Impact:
To provide funding for infrastructure investments project activities that meet the needs of low-and moderate-income residents in Harris County. The anticipated fiscal impact to the County of the two agreements is $1,495,872.00 in CDBG-EN funds.
Alternative Options:
If the agreements are not approved, then low-and moderate-income households in the Harris County Service area will not benefit from the respective infrastructure investments project activities.
