Background and Discussion: Turf establishment contracts are utilized to support the construction efforts of Harris County Flood Control District. By providing seeding and other vegetation promotion cultural practices following construction, the District can produce a resilient perennial stand of grass, that helps reduce erosion, and fulfills permit requirements. These services will provide support for infrastructure maintenance work that will be executed as a result of the passage of the “Maintenance Matters” Proposition in November 2024.

Expected Impact: Awarding this contract will allow the District to provide the services needed to support construction of new capital projects throughout Harris County.  These services include seeding, fertilization, hydromulch applications, soil amendment applications, and mowing of channels and basins.

Alternative Options: Awarding a contract that provides fewer services or a reduced level of services.  Performing some of the services with in-house forces.
