Background and Discussion:
Harris County and the City of Houston seek to enter into an interlocal agreement for Harris County Precinct 4 to maintain and operate seven (7) parks and all related appurtenances located within the City of Houston. The parks included in this agreement are Bonham Park, Cottage Grove Park, Jaycee Park, Kirkwood Greenspace, Reeves (Gail) Park, Waldemar Park, and a portion of the Lorraine Cherry Nature Preserve.
These parks provide recreational opportunities and green space for both County and City residents. Establishing this interlocal agreement will define the respective responsibilities and cost-sharing arrangements for maintenance, repairs, and improvements. Formalizing this partnership will help ensure that these public spaces are maintained to a consistent standard, supporting community access and use and fostering greater City-County collaboration for public benefit.
