Background and Discussion:

The Harris County Jail is beyond its capacity of housing inmates. Outsourcing is needed to ensure we maintain a secure workspace for employees and safe living environment for inmates, as well as to meet State jail regulations. The Tallahatchie Correctional facility located in Tutwiler, Mississippi is the only one that currently has the staff and beds to accommodate new inmate intake. The facility has full medical and dental services on site as well as expansive outdoor and indoor recreational spaces.

 

Expected Impact:

Outsourcing inmates will allow redistribution of existing jail staff and facilitate a safer environment for both inmates and HCSO personnel.  Will also meet the requirements of the Jail Commission Report. 

 

Alternative Options:

Housing space at 1307 Baker Street is being explored but this option will require investments for construction and additional staffing for that facility. Criminal justice system improvements are needed to help lower the jail population and reduce the necessity for outsourcing in the long term.
