Background and Discussion:

The San Jacinto Regional Flood Planning Group (Region 6) was created by the 2019 Texas Legislature to develop a bottom-up, transparent flood plan for a densely populated, storm-prone area spanning parts of eleven counties from Galveston to Walker County. Its first plan, submitted in July 2023, analyzed basin conditions, identified flood “hot spots,” evaluated existing management practices, and set region-wide goals for resilience. The 2023 recommendations-405 technical evaluations, 65 non-structural strategies, and 70 structural projects-carry an estimated $33.8 billion price tag, with funding to be secured from local, state, and federal sources.

Expected Impact:

The recommended flood mitigation projects are projected to remove over 100,000 structures from the 1%-annual-chance floodplain (bringing the total down from about 159,600 to 97,500) and protect roughly 443,000 residents, while reducing low-water crossings from 101 to just 20. Critical facilities at risk would drop by more than half (from 4,957 to 2,194), and residential exposure would decline by about 83,000 homes. Complementary non-structural measures will improve floodplain mapping for roughly 63% of the region and close key data gaps (about 37%), alongside environmental restoration and public outreach actions that deliver added socioeconomic and ecological benefits.

Alternative Options:

If not approved, this project will not be able to proceed with the 2nd TWDB planning cycle, resulting in unused grant fund this location to continue operating under the current conditions for the community located in this area.
