Background and Discussion:

 

There is lack of safe connections for pedestrian and cyclists between Cullen Park north of I10 and the trail network south if I10. This adversely impacts multi-modal connectivity and active transportation and outdoor recreation in the area. The proposed pathway in this project has enjoyed wide support since it was first proposed in 2003. Since 2020 the project has been championed by the area’s community advocacy 501(c), One Creek West. Over the years it has garnered letters of support from both city council members and county commissioners. Eight utility districts in the surrounding unincorporated Precinct 4 have provided letters of support and are sources for the local match required for a 2025 P4P construction project. Several have already provided funding, which is held in escrow by Houston Parks Board. The project is supported by the Park Harbor Improvement Association, which landscapes S. Park View. Finally, an online petition launched in April 2024 has 240 signatures.

 

Expected Impact:

 

Improved multi-modal connectivity. Enhanced outdoor recreational opportunities lead to improved public health outcomes in the long term. Increased accessibility to green space. Alternative transportation opportunities for bicyclists and pedestrians.
