Request Summary (Agenda Caption):
title
Request for approval to execute an interlocal agreement between Harris County and The Houston Parks Board LGC, Inc. to develop designs and construct three (3) connections to fill missing gaps in the greenway network at Sims Bayou for multimodal connections and all related appurtenances, UPIN 26101PRPNB01, Precinct 1.
end
Background and Discussion:
Multimodal access is essential to support Harris County’s goals for Safety, Transportation, and Public Health. Current gaps in the greenway network limit safe and direct access to major community destinations. These include Houston Sports Park, SaberCats Stadium, HCC South Campus, and South Early College High School. Connectivity to the future Hill at Sims is also constrained from both the northeast and southwest. Addressing these gaps will strengthen mobility, access, and overall community well-being.
Expected Impact:
The proposed connections will close critical gaps in the greenway network and enhance safe mobility options. Improved access is anticipated to encourage more walking and biking. These changes support long-term public health and transportation goals.
Alternative Options:
The County could choose not to proceed, but this would leave existing connectivity gaps unaddressed and maintain reduced pedestrian and bicycle access.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
County Strategic Plan Objective: G: Expand and optimize multimodal transportation options.
