Background and Discussion:

The Grant for Family Planning Program (FPP) aims to reduce unintended pregnancies, positively affect future pregnancies, and improve the health status of women and men by increasing access to screening diagnostics and treatment services. Harris County Public Health’s Community Health and Wellness Division (CHWD) currently receives funding under the program and is seeking the Court’s permission to apply for this new round of available funding. Currently, the program supports CHWD’s Clinical Health Services Program, which focuses on providing preventive health services such as wellness exams, immunizations, family planning, health screenings, health education, and counseling. The program's goals are to provide quality, comprehensive, low-cost, and accessible family planning and reproductive healthcare services to men and women in Texas.

Expected Impact:

The grant furthers HCPH’s Health Promotion strategic direction, which centers on promoting and providing services that support optimal health, self-sufficiency, and well-being at the individual and community levels. FPP funding will bolster HCPH’s capacity to address health disparities and promote equitable access to comprehensive family planning services. HCPH will continue to help people plan the number and spacing of their children, reducing unintended pregnancies, improving future pregnancy and birth outcomes, and improve health holistically across Harris County. With FPP fee-for-service payments and reimbursement funding, HCPH aims to sustain its Clinical Services Program to support administrative staff, including Promotion and Outreach Specialists, Client Service Specialist staff, and Program Coordinators that will streamline operations.
