Request for approval of a certain project, decreeing the project to be a public necessity and convenience, and directing the Harris County Real Property Division to acquire, eight (8) road easement & two (2) temporary construction easement tracts for the public project known as Birnam Wood Blvd Segment 2 - from south of J109-01-01 to Cypresswood Dr - 2019, for the purpose of roadway construction, UPIN 20104MF1BH01, Precinct 3.

Background and Discussion:
This project expands Birnam Wood Boulevard from south of HCFCD Unit No. J109-01-01 to Cypresswood Drive from an existing two-lane concrete half-boulevard to a full boulevard section. Improvements include adding two southbound lanes constructed of concrete, a 32 foot grass median, a new southbound bridge at the J109-01-01 channel, southbound left turn lanes at Fern Hill Drive and Battle Spring Drive, sidewalks on both sides of Birnam Wood Boulevard, and a new traffic signal at Fern Hill Drive. Improvements to existing sections of Birnam Wood Boulevard include left turn lanes at Cypresswood Drive, Goldspring Lane, North Spring Drive, Allyson Lane, Green Lodge Circle, and Fern Hill Drive, as well as pavement reconstruction at Goldspring Lane, Green Lodge Circle, Fern Hill Drive, and Battle Creek Drive. The total project length is approximately 2,600 feet and will connect to a future project south of the J109-01-01 channel that extends Birnam Wood Boulevard to 450 feet north of Hickorygate Drive.
Drainage for the project will be subsurface. The proposed system includes curb inlets along the southbound lanes and trunkline within the median. The proposed system will connect to an existing storm sewer system between the existing and proposed bridges. Drainage for combined system will outfall at the J109-01-01 channel.
Expected Impact:
If approved, Temporary Construction Easement/corner clips acquisition will be complete and construction of proposes Roadway and drainage improvements will be completed.
