Background and Discussion:

On August 23, 2022, Commissioners Court approved an agreement with CFTH for the Housing Services and Intermediary/Monitoring Services project that allowed CFTH to serve as a financial intermediary and monitor sub-awardees that provide case management services, navigation, and ongoing client support services to residents of Harris County experiencing or at risk of experiencing homelessness as a result of the COVID-19 pandemic.

On December 13, 2022, Commissioners Court approved a First Amendment to the Master Agreement between Harris County and CFTH to clarify fund disbursement backup documentation and report deadlines. No additional funds were added to the project. The total project allocation remained $8,703,197.00 in SLFRF.

Expected Impact:

The project budget increases to $8,993,969.00 to allow for the provision of case management services, navigation and ongoing support services for persons who are homeless or at risk of homelessness due to COVID-19.

Alternative Options:

No other funding is available for the COVID-19 services.
