Request that the County Judge execute an amendment to an agreement with Quiddity Engineering, LLC in the additional amount of $5,000,000 for additional professional engineering services to provide program management, project management, construction management, and inspection services for the development and implementation of CDBG-DR and CDBG-MIT projects for the Flood Control District for the period of August 6, 2024 - August 5, 2026 (230458), MWBE Contracted Goal: 20%.

Background and Discussion:
The Harris County Flood Control District (Flood Control District) has received Community Development Block
Grant Mitigation (CDBG-MIT) and Community Development Block Grant Disaster Recovery (CDBG-DR) grants
from the Texas General Land Office, who administers the grant from the U.S. Department of Housing and
Urban Development. These CDBG-MIT and CDBG-DR projects (Projects) have short project durations to
expend all the grant funds.
Staff augmentation is needed to assist the Flood Control District by managing engineering consultants during
the design phase and supply staff augmentation during the construction phase of these projects. An RFQ was
developed, and eleven (11) engineering firms submitted with five selected. QUIDDITY ENGINEERING LLC was
one of the five selected firms who will provide staff augmentation for multiple individual projects
Expected Impact:
QUIDDITY ENGINEERING LLC staff augmentation contract will provide the Harris County Flood Control District with staff augmentation to assist with completing these CDBG projects that have short durations.
Alternative Options:
The alternative would be to not utilize staff augmentation firms selected which would delay the completion of
the CDBG projects and lose funding due to not meeting critical deadlines.
