Background and Discussion:

The Department of Economic Equity and Opportunity (DEEO) has committed to updating Commissioners Court on the M/WBE Program’s status semi-annually as we continue to implement and improve the program.

The most recent progress report, presented to the Commissioners Court on July 18, 2023, delved into the County's mid-year utilization of the M/WBE Program. This snapshot covered the combined M/WBE contract awards and payments made during the six-month period from October 1, 2022, to March 31, 2023.

DEEO is prepared to present our FY23 Annual Utilization Report. This report covers contract awards and payments made during the 12-month fiscal year period of October 1, 2022 to September 30, 2023.

The data for the current utilization report is compiled by DEEO staff with the assistance of Universal Services. In keeping with the methodology of the FY23 Mid-Year Utilization Report, the awards report reflects contract data received from Purchasing, Engineering, Harris County Toll Road Authority, and Harris County Flood Control District, and the payment report covers all payments to prime contractors that were disbursed within the reporting period.

Expected Impact:

Greater participation in Harris County procurement will help build the minority- and woman-owned business ecosystem in Harris County, resulting in a more equitable and inclusive economy.
