Background and Discussion:
The purpose of this transmittal is to notify the Commissioners Court of the substantial completion of construction activities for Project Z100-00-00-X335, HCFCD Disaster Recovery Program (DRP) FEMA Sediment Removal Program (SRP), Addicks & Barker Package 2. The project included removal of sediment deposited by Hurricane Harvey within four tributary channels totaling approximately 3,750 linear feet in the Addicks and Barker Reservoir watersheds. This item is being brought forward to allow contract closeout activities to proceed, including the release of retainage and processing of final payment.
Expected Impact:
Substantial Completion signifies that the project is largely complete, allowing the Flood Control District to realize the intended flood risk reduction benefits while the Contractor completes any remaining minor items. The project has restored the affected channels to their pre-storm form and hydraulic capacity, returning them to the condition that existed prior to August 2017.

There is no viable alternative to accepting substantial completion when a Contractor successfully completes the work scope of a contract.
