Project Description:

Harris County Precinct 4 is moving forward with a project at the Katy Service Center to plan, design, and construct a new facility. This new building is intended to support the growing maintenance needs of the Precinct and enhance health and safety conditions for staff. The previous facility was lost due to a fire, and this new project will significantly improve operational efficiency and strengthen the County’s ability to respond to emergencies and maintenance requests. The new facility will be part of the Precinct 4 Road and Bridge team, as well as providing office spaces for several Precinct 5 Constables.

In summary, this Preliminary Investment Memo is requesting funding to complete the following activities:

•                     Completion of detailed site assessment and design for the new Katy Service Center.

A subsequent Investment Memo will be submitted in the future to the Commissioners Court covering the construction phase of the New Katy Service Center Project.

Justification & Alternatives:

Establishing a new Katy Service Center will ensure the Precinct 4 Road and Bridge team has the necessary resources to effectively serve the community. Since the previous facility was destroyed by fire, the team has been operating out of a temporary building structure that limits efficiency and functionality. The new center will offer a modern workspace, updated technology, and a dedicated electrical room capable of meeting the demands of the entire camp. This facility is critical to supporting the Road and Bridge team in maintaining infrastructure and providing rapid emergency response throughout Precinct 4.

This project supports the following Priority Outcomes and/or Goal Areas:

•                     Justice and Safety: Provides a base of operations for Precinct 5 Constables, enabling timely and effective community engagement.

•                     Governance and Customer Service: Facility improvements will enhance services to the community by providing the Road and Bridge team with the resources needed to ensure dependable infrastructure maintenance and efficient and effective disaster response.

Stakeholder Engagement: Precinct 4 will engage the following stakeholders:

•                     Precinct 4 Road and Bridge Division: To ensure the facility meets operational needs.

•                     Precinct 5 Constable’s Office: To support their workspace and logistical requirements.

Addressing these needs now will ensure the new facility remains safe, functional, and beneficial to the entire community for years to come.
