Request by Housing and Community Development for approval of four (4) Community Development Block Grant CARES Act (CDBG-CV) funded agreements with (1) Healthcare for the Homeless-Houston for CDBG-CARES Act Project in the amount of $294,542.67; (2) Covenant House Texas for Workforce Development-Individualized Placement & Support in the amount of $163,475.05; (3) Interfaith Ministries for Greater Houston for CDBG-CV Meals on Wheels for Greater Houston in the amount of $205,000.00; and (4) Northwest Assistance Ministries for Harris County CV Housing Program in the amount of $721,623.10. The projects will benefit individuals and families that are homeless, formerly homeless, at risk of homelessness, and homebound seniors.

Background and Discussion:
On October 24, 2023, and January 12, 2024, Annual Action amendments were approved to allocate $641,632.95 in PY2020 CDBG-CV1 and $743,007.87 in PY2020 CDBG-CV3 funds, for a total of $1,384,640.82 PY2020 CDBG-CV1 and CDBG-CV3 to the projects listed above. These projects will provide public service activities to persons that were negatively impacted by COVID-19, which resulted in loss of employment and at-risk of homelessness, food insecurity, and a need in healthcare for homeless persons.
Expected Impact:
The total cost of the Agreements is $1,384,640.82 ($641,632.95 CDBG-CV1 and $743,007.87 CDBG CV3 funds).

If the agreements are not approved, then the population described above will not benefit from the public services activities.
