Background and Discussion:

Sec. 303.042 of the Texas Local Government Code authorizes the creation and usage of public facility corporations for low-income multifamily residential housing.

Harris County does not have any guidelines to ensure that public facility corporations develop housing that is affordable to the lowest-income residents and is consistent with the county’s affordable housing goals. This item requests the Harris County Housing and Community development department to develop guidelines and recommendations for the County’s usage and approval of Public Facility Corporations in order to develop true and meaningful affordable housing with a public benefit.
