Background and Discussion:

In 2020, the Precinct procured the services of Clark Condon Associates to provide a detailed master plan for Sylvan Beach Park located in La Porte, Texas. In 2024, the Commissioner’s Court authorized negotiations with Clark Condon to develop plans for certain elements of the Master Plan. This is a request for court approval to contract with Clark Condon to begin developing the plans through a study with 30% design. The project includes replacement of the playground. It also includes revitalizing and expanding the beach by nearly 600 LF. This project will add a Band Shell, Spray Plaza, Event Lawn, Beach Volleyball, Kayak Launch, Beach Front Seating, Entry Monument, Promenade Walk adjacent to the revitalized expanded beach, and a Breakwater to protect the beach. The project will also study adding a parking garage.

Expected Impact:

The Sylvan Beach Master Plan was completed to define the spatial needs of the park. The goal was to recapture the roots of the historic Sylvan Beach Park, making it a destination park again. The new master planned park will bring more people to the park, making it a weekend destination and an entertainment portal as in the past. This project seeks to implement a number of items of the masterplan. This project will also evaluate traffic flow to ensure safer travel for motorists. It will create a friendlier pedestrian and bicycle environment by constructing paths/walks that connect to existing area paths/walks.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the consultant will not be able to complete the scope of work.
