Background and Discussion:

The current state of Telge Road presents significant safety, resiliency, and congestion issues. Safety concerns are underscored by a high crash rate attributed to inadequate capacity for accommodating current traffic volumes and the facility is 70 years old. Environmental challenges include poor flood resilience (exacerbated during heavy rains), leading to road closures and property damage. Congestion issues stem from the road's inability to accommodate increasing traffic, resulting in significant delays, higher pollution levels, and reduced quality of life for residents and commuters. These problems highlight the urgent need for comprehensive reconstruction to address safety, environmental sustainability, and congestion alleviation.

The proposed Telge Rd. Reconstruction Project addresses approximately 2.25 miles of roadway including segments on the High Injury Network and is a roadway in the Harris County Vision Zero Plan. The project aligns with the required merit criteria in the USDOT’s RAISE grant: safety, environmental sustainability, quality of life, mobility and community connectivity improvements, economic competitiveness, and opportunity, state of good repair, partnership and collaboration, and innovation. The project application includes a request of $25,000,000 in federal funds for a capital improvement project. There is no requirement of a local match due to being a rural project and a designated area of persistent poverty.

Expected Impact:

The submission of this project application will allow Harris County to address congestion, accessibility, connectivity, economic competitiveness, resiliency, and reduction in flooding, and improved safety on Telge Road corridor in a continuously growing area.

Alternative Options:

To not apply for the FY 2024 RAISE Grant and pursue the prosed project with local funding.
