title

Request by the Office of the County Engineer for approval to submit an application to the Houston-Galveston Area Council for grant funds in the amount of $48,000,000, with a required match of $12,000,000, for the 2023 Fairmont Parkway Reconstruction project (Precinct 2).

Background and Discussion:

The proposed Fairmont Parkway Reconstruction project includes widening of asphalt pavement to add 12 ft lanes in each direction (resulting in a 6-lane Blvd), repair existing roadway, four (4) Bridges, reconstruct Willow Spring Bayou Bridge, widen Spring Gully Bridge, widen Big Island Bridge, UPRR Overpass bridge, regrade roadside ditches, construct new sidewalks, modify traffic signals, new signage and pavement markings, driveway construction, and adjust utilities to remove conflict.

Harris County has identified the proposed improvements as a high priority due to the increasing severe daily recurring congestion along Fairmont Parkway. The negative impacts of this congestion extend well beyond the the project area, impacting businesses, residents, and schools.  The proposed improvements will reduce traffic congestion and improve safety and air quality. The grant application will seek $48 million of the Department of Transportation’s federal funds through the H-GAC with $12 million of local matching funds from Precinct 2 for a total project cost of $60 million.

Expected Impact:

The submission of this project application, under the Houston-Galveston Area Council’s 2023 Project Selection Process; will allow Harris County seek federal funds to reduce traffic congestion, increase transportation safety, improve pedestrian accommodations, reduce vehicular emissions attributable to severe traffic congestion, and decrease the travel delays for the Fairmont Parkway corridor.

Alternative Options:

To not to apply for the H-GAC’s 2023 Project Selection Process and pursue the proposed project with local funding.
