Background and Discussion:

Harris County’s jail facilities are operating at or near capacity and are not equipped to support the increasing needs of the population. The aging facilities require significant attention to meet current operational demands, and the increasing complexity of detainee medical and mental health needs further challenges existing capacity. These conditions highlight the urgent need to assess carceral infrastructure to ensure safe, secure, and rehabilitative environments for staff and detainees. A Request for Qualifications (RFQ) was issued to identify a qualified firm to develop recommendations to address the County’s long-term capacity needs, evaluate facility conditions and gaps, and plan for modernized carceral infrastructure. Following a review, CGL Management Group, LLC. was selected to proceed with negotiations.

Expected Impact:

Engaging in an experienced advisor will help Harris County develop actionable strategies to safely reduce the jail population. The firm will provide recommendations grounded in data and best practices which will include policy, programmatic, and facility strategies to safely manage the jail population, improve conditions for staff and detainees, and expand access to community-based services that reduce unnecessary detention. The work will support long-term planning and improve coordination across County departments.

Alternative Options:

Investing in jail infrastructure changes without conducting a comprehensive review, plan, and study risks creating solutions that are ineffective.

County Strategic Plan Goal:  1. Make Harris County safer and more just.
