Background and Discussion:

HUD released the Notice of Funding Availability (NOFA) for the Fiscal Year 2021 Continuum of Care Program Competition on August 19, 2021. For the Houston/Harris County Continuum of Care (The Way Home Continuum of Care), the collaborative applicant is the CoC lead agency, the Coalition for the Homeless of Houston/Harris County (Coalition). Ranking and application submission are done through approval of the Continuum of Care Steering Committee.

 

The Continuum of Care Program funds are used to provide rental assistance to homeless persons with serious mental illness, chronic problems with alcohol or drugs, or HIV/AIDS. The goal is to lead homeless persons toward economic self-sufficiency and independence. In addition, this program provides funds for eligible homeless persons with severe disabilities.

 

HCCSD requests approval for Harris County to apply for the renewal grant for FY2021 CoC Northline project in the amount $964,570 to renew the CoC Northline grant for the purpose of providing a safe living environment through 53 scattered-site permanent supportive housing units for homeless men and women throughout Harris County.

 

 

 

 

Expected Impact:

FY2021 CoC Program funds for the Northline renewal project will increase funding availability for Harris County to continue to provide tenant-based rental assistance for homeless men and women throughout Harris County.

 

Alternative Options:

There are no alternatives as Harris County Community Services Department has no other funding source that allows Harris County to provide scattered-site rental assistance and supportive services for homeless residents in Harris County area.
