Background and Discussion:

 

Harris County PCS submits its Monthly Activity Report for September 2026, summarizing departmental environmental monitoring, field operations, and regulatory oversight across the county. Continuous ambient air monitoring through the Community Air Monitoring Program (CAMP) network evaluated regional air quality against National Ambient Air Quality Standards and tracked volatile organic compound metrics. Field Services conducted facility inspections and investigated resident complaints across air, water, and solid waste categories to maintain compliance across all precincts. Proactive facility inspections are underway for concrete batch plants, aggregate yards, rock crushers, and soil stabilization facilities. Department personnel managed environmental response incidents, reviewed state permit actions, and issued formal enforcement violations as necessary to address non-compliance.  Additionally, the department’s laboratory performed essential testing on environmental samples to support active investigations and protect public health throughout Harris County.
