title

Request for approval to renew the lease of 1,080 existing parking spaces and to add 253 additional parking spaces with Raffle Parking Company, LLC, for a total of 1,333 parking spaces for County employee parking at the Greenstreet Garage, located at 1320 Fannin Street, Houston, Texas 77002, for the period of January 1, 2026 - December 31, 2026, at an approximate total cost of $1,990,530.00.

Background and Discussion:

Approval of this renewal and expansion is necessary to maintain employee access for County operations at 1111 Fannin and 1010 Lamar as the 1010 Lamar project moves toward completion. As part of this transition, parkers from multiple County departments currently using the 1010 Main garage will shift to the Greenstreet Garage, increasing demand for off-site parking capacity.

The 1111 Fannin facility is expected to accommodate approximately 2,000 employees but provides only 436 on-site parking spaces, creating a significant parking shortfall. Leased parking remains essential to sustain current in-person operations and employee access.

The established rate structure remains $125.00 per non-reserved space for the first 534 spaces allocated to the Office of the County Engineer (OCE) and 500 spaces allocated to Public Health Services (PHS). Any additional non-reserved spaces are priced at $122.50 per space. The OCE parking account serves as the primary billing account and includes multiple participating County department subaccounts; costs are allocated internally across those subaccounts. Funding for this request will be paid from Parking Fund 5201.

Expected Impact:

Approval will maintain adequate parking capacity to support ongoing in-person operations at 1111 Fannin and 1010 Lamar during the transition of parkers from the 1010 Main garage to Greenstreet associated with the 1010 Lamar project completion.

Alternative Options:

No comparable alternatives have been identified. Without approval, employee parking capacity supporting 1111 Fannin and 1010 Lamar would be significantly impacted.
