Background and Discussion:

Harris County receives federal funding for disaster recovery efforts in the form of CDBG-DR and CDBGMIT from the U.S. Department of Housing and Urban Development (HUD) through the Texas General Land Office (GLO) and other disaster funding from other state and federal agencies, such as but not limited to, the Federal

Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM), and

the U.S. Department of Agriculture Natural Resources Conservation Service (USDA - NRCS). A Disaster

Recovery Program Manager has assisted Flood Control with activities to successfully oversee federally funded

programs.

For amendments only:

This amendment request is for an increase in the contract amount in order to continue necessary Disaster Recovery Program services per the Agreement dated 12/19/23. We respectfully request an increase of One Million Dollars ($1,000,000.00) which would increase the contract amount to $7,000,000.00. The current contract amount is expected to be expended by August 31 and this additional funding will be sufficient to continue services through the end of the current contract term, December 18, 2025.

Expected Impact:

Flood Control requests award of the three highest ranking firms to provide program planning and

development, program administration and management, and financial services for the development of

disaster recovery activities, programs, and projects funded in whole or in part with CDBG-DR, CDBG-MIT,

FEMA, USACE, USDA, and other state and federal funds in and for Harris County as a result of damages caused

by any federally declared disasters.

Alternative Options:

If amendment agreement is not issued to Grant Works, Inc., Harris County Flood Control District can perhaps get one or the other DRP Vendors to perform the work for the remainder of the calendar year, 12-19-2025.
