Request Summary (Agenda Caption):

title

Request for approval to reclassify one position effective April 5, 2025 for the HAY Center’s Housing Continuum Program.

end

Background and Discussion:

The HAY Center’s Housing Continuum assists youth and young adults, aging out of the foster care system, in finding safe, affordable housing through navigation services and provides ongoing housing case management to aid in their goal of achieving self-sufficiency and housing stability.  Each year, the Housing Continuum assess the housing needs of 150 youth and works to locate housing options that best fit their individual needs.  The HAY Center works with our youth to apply for the Foster Youth to Independence (FYI) voucher through the local housing authorities, Transitional Housing Programs and other available housing options that meet with their needs.  The HAY Center is preparing to open the HAY Center Campus that will include 50 apartment units, providing an additional housing option for our youth to access.

Expected Impact:

The additional position will be utilized for a full-time Housing Navigator to focus on navigating 100 youth to leases through the HAY Center Campus and 52 FYI voucher while continuing to provide the supportive housing case management.  There will be an increase in expenses by approximately $36,756.70 in salary and benefits for the remainder of FY25 (calculated at 15 pay periods), which will be covered by the existing budget, and an annualized cost of roughly $63,711.61.

Alternative Options:

The process of applying for a housing program can be complicated and overwhelming to youth and young adults entering this process for the first time.  Navigation case management services are critical during this phase of the housing process to ensure youth have guidance from application to the signing of their lease.   Without this additional position, the placement of youth and young adults in stable housing will be delayed. There are no alternative options to this position.
