Request that the County Judge execute a subcontract service agreement with 4Kids4Families for the department to provide Residential Child Care Services through the Harris County Youth Shelter at a daily rate of $153.09 through August 31, 2025.

Background and Discussion:
HCRCA provides Residential Child Care Services through the Harris County Youth Shelter to youth aged 12-17 in compliance with Licensing Regulations as outlined by Texas Health and Human Services Commission. This contract will allow Harris County Youth Shelter to provide these services to youth in the conservatorship of Texas Department of Family and Protective Services who are also served by 4Kids4Families as the community-based care single source continuum contractor within DFPS Community-Based Care Region 4. The clients to be served under this contract require no additional costs to be incurred by the program or the county as we currently already have the staff and capacity to cover the clients. Additionally, since the county will be reimbursed, no fiscal and personnel summary is needed.
Expected Impact: The budget for this program is covered by current general funds. Youth Services Division -
increase the use of respite/emergency residential services in the Harris County Youth Shelter by 10%.
