Background and Discussion:
This agreement will provide approximately 86,743 rentable square feet (RSF) of office space located at 4425 Westway Park Boulevard, Suite 100, Houston, Texas 77041, for an Initial Term of 135 months. The Commencement Date will be the later of (a) two hundred seventy (270) days after Landlord delivers possession of the Premises to the Flood Control District, or (b) February 1, 2027. The agreement may be extended after the Initial Term for two (2), five (5) year Extension Periods at the Flood Control District’s discretion. The Flood Control District may also elect to terminate the agreement early, effective at the end of the ninety-ninth (99th) month of the Initial Term, upon twelve (12) months' written notice and payment of an early termination fee as set forth in the agreement. The Limit of Appropriation necessary to satisfy the full 135-month Initial Term shall not exceed $32,198,751.52.
This agreement will facilitate the relocation of the Harris County Flood Control District's current office located at 9900 Northwest Freeway, Houston, Texas 77092. The current building's age, escalating maintenance requirements, and physical limitations have created operational inefficiencies and budget pressures that are no longer sustainable. Continuing to invest in an aging facility provides diminishing returns and diverts resources from core mission priorities. This relocation will also consolidate Flood Control staff currently housed at an overflow leased facility located at 13105 Northwest Freeway, Suite 600, Houston, Texas 77040, into a single, unified office location. Moving to a newer, larger office space represents a strategic investment that supports long-term operational stability, financial efficiency, and workforce capability. This relocation aligns with HCFCD's commitment to providing a safe, functional, and future-ready environment that enables staff to deliver high-quality programs and services to the community. The Westway III lease is intended to sustain District operations on an interim basis until a permanent administration facility is established or constructed.
Expected Impact:
This agreement will provide the Harris County Flood Control District with adequate, consolidated office space to support current operations and projected staffing growth through fiscal year 2027 and beyond. Approval will relieve existing space constraints at the Flood Control District's current facility and will consolidate staff currently split across three locations, the primary office at 9900 Northwest Freeway, the overflow leased facility at 13105 Northwest Freeway, and any associated satellite arrangements, into a single location. The agreement obligates the District to a Limit of Appropriation not to exceed $32,198,751.52
Alternative Options:
The alternative to approving this item would be to remain in the Flood Control District's current facilities, which would result in continued escalating maintenance costs associated with the aging facility at 9900 Northwest Freeway, continued reliance on a separate overflow leased facility to accommodate staff who cannot be housed at the primary location, and an increased risk of exceeding Fire Marshal's Office occupancy limits as staffing continues to grow. This option would not resolve the Flood Control District's current space deficit or accommodate projected staffing growth, and would defer, rather than avoid, the need for a long-term space solution.
