Request for approval to decree that the Sam Houston Tollway / State Highway 225 Direct Connector Project serves a public purpose and public necessity and authorize Harris County Toll Road Authority to execute an Encroachment Agreement with Kinder Morgan Texas Pipeline LLC (KM), for construction and installation of conduits associated with the direct connector project (Precinct 2).

Background and Discussion:
On April 23, 2024, Commissioners Court approved the advertisement of the first construction package which consists of four direct connectors (northbound/ westbound, northbound/eastbound, southbound/westbound, and southbound/eastbound), the widening of the westbound State Highway 225 mainlanes for entrance/exit ramp construction, and the reconstructing of the eastbound State Highway 225 frontage road to provide room for the direct connectors.
On August 6, 2024, Commissioners Court approved the request of a contract award on the basis of low bid to Zachry Construction Corporation for the construction of the first four direct connectors of the State Highway 225 / Sam Houston Tollway East Interchange Construction Project.
Authorization will allow HCTRA to gain access to the KM property to construct two (2), 2-inch wide PVC Conduits that are to be installed over and crossing through the KM Easement with approximately four feet and ten inches (4’-10”) of separation across the KM Facilities within the easement.
Expected Impact:
Approval of the Encroachment Agreement will allow Harris County to complete the construction of the
Conduits suppling power to High Mast Light Poles.
