Background and Discussion:

A building assessment for Annex 19 was conducted in 2024, which identified significant code deficiencies, with demolition and rebuilding determined to be the most effective solution. Currently, Annex 19 accommodates the Justice of the Peace Court, County Clerk’s office, and Tax Office. On 3/27/25 a Final Investment Memo was approved in court for initial commercial paper funding for the replacement of Annex 19. Precinct 4 has a small facility which serves as a community center in the park adjacent to Annex 19.  This structure is to be removed as part of the overall development of Precinct 4’s park. The new facility proposed is to combine the Annex 19 replacement facility with a new community center for Precinct 4, with surface parking for both.

Expected Impact:

The new combined facility will provide a replacement facility to serve this region of the county, as well as providing a new community center for the neighborhood.

Alternative Options:

The alternative option would be to keep the existing Annex 19 building in its current state.  The existing building has significant fire safety, floodplain elevation, structural, roofing, plumbing, electrical, building envelope, ADA, holding cell compliance and tenant capacity deficiencies that will require extensive renovations will need costly maintenance.  Currently Precinct 4 has a small facility serving as its community center.  This facility is scheduled to be demolished as part of the overall master plan.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
