Background and Discussion:

Commercial Paper Series D-2 can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).

Commercial Paper is being requested for the Office Matter Management Software project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources.  This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.

HB 1869 compliance confirmed by:  Paige Abernathy, Assistant County Attorney, February 20, 2024.

Expected Impact:

This project will enhance and implement a new software solution utilizing professional implementation services to map and convert historical data and provide system support and train County Attorney personnel.

Alternative Options:

A case management system is the heart of every law office, and the existing system makes it difficult to collaborate and find and maintain case information and secure data. Attorneys and support staff spend additional time and labor searching for files. The current system also depends on a contractor familiar with the software’s custom programming, as opposed to an off-the-shelf system that would have a network of technical support. Keeping the existing software is an unviable alternative that will compromise the ability of the office to maintain its mission.
