Background and Discussion:

The study of this proposed stormwater detention basin project will further reduce riverine flood risk in the White Oak Bayou watershed. If the grant is awarded, the Flood Control District will utilize available funding in its annual budget as the required local cash match ($63,000.00).

Expected Impact:

The project includes the development of a preliminary engineering report for the Cole Creek Stormwater Detention Basin. The project will use hydraulic and hydrologic modeling to estimate decreases in water surface elevation as a result of the proposed basin.  The project will also develop an estimate of probable construction costs, examine potential permitting and environmental impacts, and produce a preliminary site layout.

The Flood Control District will utilize its resources and applicable consultants during the preliminary engineering phase of the project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternatives are: 1) not to apply for / accept the grant funding, wherein the flooding risks to the residents in the White Oak Bayou Watershed remain unchanged, or 2) the project’s preliminary engineering will need to be funded entirely with local funding.
