Background and Discussion:

The roadway of Seamist Drive and the associated sidewalks provides a very vital mobility and access facility for the road users and citizen of the adjoining community. The land use surrounding the roadway comprises of very active commercial warehouses with administration offices along one side and extremely well-maintained single family residential houses on the opposite side. There is also a very well maintained and highly utilized Park (Jaycee Park) along the roadway which is mostly accessed by Pedestrian as there is no onsite parking.

The existing roadway pavement is in extremely poor condition and have many isolated patches of concrete applied on ad hoc basis to repair the failing pavement. The existing sidewalk path is not only substandard, but discontinuous and nonexistent in some sections of the pavement. There are also chronic drainage issues along the roadway exacerbating the conditions.

Expected Impact:

This project will improve and enhance overall safety, provide better mobility and address drainage deficiency. The project seeks to re-construct existing pavement of Seamist Drive to full depth, provide a continuous standard sidewalk along the length of the roadway, construct ADA compliant ramps and cross walks at intersections, and provide new and better access to the Jaycee Park. New underground drainage will also be provided. All these changes are expected to improve safety for the motorist and Pedestrians and provide adequate drainage thus improving the quality of life for the citizens, and road users.

Alternative Options:

Alternative options include choosing not to enter into an interlocal agreement with City Park Redevelopment Authority & City of Houston hereby withstanding the entire financial burden of the project with significant impacts. Not progressing with the project, will result in consequences on safety, mobility, and drainage. Deteriorating existing safety, mobility, and drainage conditions.
