Background and Discussion:

The Flood Control District is proposing this First Amendment to the agreement with Aviles Engineering Corporation to provide continued on-call geotechnical engineering services, staff augmentation, and related support for the Flood Control District’s engineering, environmental, maintenance, and Capital Improvement Program (CIP) needs.

 

Aviles Engineering Corporation has provided geotechnical engineering services to the Flood Control District under an On-Call Agreement since 2019. The firm supports the Flood Control District through services that include reviewing geotechnical reports, providing staff augmentation, and performing other related engineering services as needed.

 

This amendment will allow Aviles Engineering Corporation to continue providing these services and will also add a subconsultant to provide ongoing Project Management and Professional Engineering support for the CIP Department and its projects. An MWBE participation goal has been newly established for this agreement and will be implemented upon execution of the amendment. The firm will utilize an MWBE subconsultant to provide these services and fulfill its associated MWBE participation commitment.

Approval of this amendment will allow Aviles Engineering Corporation to continue providing necessary technical and staff support for the Flood Control District’s programs and projects.

 

Expected Impact:

A positive change is foreseen for the County in terms of support needed for the performance, functions and improvements to on-going and new projects in all the Precincts of Harris County watersheds. These services will allow the technical specialty needed to support the County’s operations with engineering solutions.

 

Alternative Options:

The alternative to approving this item would be to seek a different consultant , which would result in delay of work significantly.
