Background and Discussion:

The Harris County Fire Marshal’s Office conducts fire and arson investigations that require detailed documentation, evidence tracking, and comprehensive reporting. Currently, investigative information and case documentation are managed through multiple systems and manual processes, which can limit efficiency, consistency, and long-term data accessibility. Implementing a Fire Investigation Case Management System will provide a centralized, secure platform for investigators to document incidents, manage digital evidence, generate standardized reports, and maintain compliance with CJIS security requirements. A cloud-based solution will also eliminate the need for departmental IT infrastructure while ensuring reliable access to case data and investigative records.

Expected Impact:

Implementation of a Fire Investigation Case Management System will improve investigative efficiency, strengthen documentation consistency, and enhance evidence management capabilities. Investigators will have access to integrated tools for incident reporting, media management, automated report generation, and data analytics, allowing for more accurate and timely case documentation. The system will also improve information sharing and operational coordination while ensuring compliance with CJIS security standards and modern data protection requirements.

Alternative Options:

No other cost-effective option provides the same level of integrated case management, investigative functionality, and CJIS-compliant security as a dedicated fire investigation case management system.
