Background and Discussion:

Harris County's Generative Artificial Intelligence (AI) Responsible Use Policy, or AI Policy, is being established to foster effective collaboration between County Departments in the ever-evolving world of artificial intelligence, and its increased usage potential in County work. The policy builds off the Generative Artificial Intelligence (AI) guidelines approved by the Court on October 31, 2023.   The policy outlines the necessary safeguards and key elements to ensure that AI’s usage aligns with County objectives and standard practices and reduces pertinent security risks by applying the safest potential AI practices.    Harris County Universal Services (HCUS) recommends implementation of a countywide Generative Artificial Intelligence (AI) Responsible Use Policy as the technology continues to evolve and County usage expands.  As the centralized solutions center for the departments and offices of Harris County, HCUS is uniquely positioned to create and manage an AI policy.   The policy details the guiding principles and the implementation process of the policy as it relates to the purchase, configuration, operation, etc., of AI systems including AI notetaking applications.  All employees and agents of the County, whether permanent or temporary, interns, volunteers, contractors, consultants, vendors, and other third parties operating AI systems on behalf of the County are required to abide by this policy or applicable policy.

Expected Impact:

The expected impact of the policy and procedure is a countywide Generative Artificial Intelligence (AI) Responsible Use Policy that uses AI technology responsibly and ethically to improve processes, enhance services to County residents, and support employees to do their best work. If passed, HCUS recommends a minimum six-month implementation period to May 15, 2025. This timeframe allows adequate time for departments to receive the necessary awareness, training and guidance to ensure implementation, operating effectiveness, and compliance.
