Background and Discussion:
On June 4, 2024, Harris County Commissioner Precinct Four directed the Office of County Administration to produce a report analyzing 9-1-1 call-for-service data to make recommendations for (1) prioritizing expansion [of the Holistic Assistance Response Team (HART)] into new Sheriff’s Office Districts and (2) expanding the call codes that are HART-eligible.
The goals of the Holistic Assistance Response Team (HART) program include both expanding access to community-based response services and reducing reliance on law enforcement for certain nonviolent situations. In practice, HART not only responds to 9-1-1 calls, but also engages proactively with communities. This includes outreach to vulnerable populations, such as individuals experiencing homelessness, and follow ups with previous callers. Although these direct service requests may not come through 9-1-1 calls for service, HART’s work in these areas serves other programmatic objectives of improving community health, building trust with vulnerable populations, and connecting individuals to appropriate, voluntary resources.
The quantitative data on HART eligibility for this report comes from the Harris County Sheriff’s Office (HCSO). HART response data is from Harris County Public Health (HCPH). The methodology includes a descriptive analysis of data from HCSO’s Computer Aided Dispatch (CAD) system, random selection of call slips to identify a random sample of “Welfare Check” and “Meet the Citizen” calls, and a qualitative analysis of these call slips.
