Background and Discussion:
The Houmont Park Subdivision Drainage Improvements - HCFCD Unit No. P110-04-00 & P110-00-00 project site consists of subdivision drainage and roadway improvements located between C E King Parkway and Van Hut Lane. The project includes roadside ditch improvements along Unison Rd and Ticonderoga Rd and channel improvements on P110-04-00 and P110-00-00. Two detention basins will be excavated to mitigate for the conveyance improvements for this project.
The change in contract includes the following:
The line items are adjusted to reconcile overrun quantities and add new line items to the project for completion of the proposed scope of work.
• The increase in quantities on overrun line item number 121 for an addition in the amount of $13,740.25 and zero (0) days.
Added new line item needed to complete the proposed scope of work.
• Added a new line item number 154 for Demolition of the existing septic system in the amount of $2,323.00 and one (1) day.
• Adding three (3) calendar days due to temporary loss of access to Tract 26, which required the Contractor to bypass the affected channel excavation area until Harris County confirmed property acquisition and coordinated access with the property owner, with no additional cost.
The above additions result in a net change in the amount of $16,063.25 and four (4) calendar days.
The County issued the Project’s Notice to Proceed on 09/22/2025. Per Attachment M of the Contract, the work was to be completed within 600 days of the Notice to Proceed, or by 05/15/2027. With this and all other prior approved change orders, the work is to be completed within 616 days of the Notice to Proceed, or by 05/31/2027.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in Houmont Park subdivision.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
