Background and Discussion:

This amendment will provide final design services for a No-Rise Analysis based on FEMA effective models, as-built (post-construction) survey, encroachment exhibits, combined bidding for this project and the attached U501-06-00-E002 stormwater detention basin, and additional geotechnical investigations for the existing aerial waterline to be relocated under the channel for South Mayde Creek Channel Conveyance Improvements. This project includes channel conveyance improvements along Lower South Mayde Creek (U101-00-00) from Greenhouse Road to Fry Road.  Final design was funded by the 2018 Bond Program and approved by Commissioner’s Court on June 4, 2024.  Due to permitting requirements, scope changes to the CDBG process, changes to the environmental process, and additional items required during design, additional funds are required to complete the project.  Additional funds are required for the following items: No-Rise analysis based on FEMA effective models, as-built (post-construction) survey, encroachment surveys, combined bidding for this project and the attached U501-06-00-E002 stormwater detention basin, and additional geotechnical investigations for the existing aerial waterline to be relocated under the channel.  To continue moving the project forward, funds were re-allocated from the revisions, bidding, and construction phases and are planned to be replenished with this RCA. This amendment is needed to provide design services for a No-Rise Analysis based on FEMA effective models, as-built (post-construction) survey, encroachment exhibits, combined bidding for this project and the attached U501-06-00-E002 stormwater detention basin, and additional geotechnical investigations for the existing aerial waterline to be relocated under the channel.

 

Expected Impact:

The project seeks to reduce flood risks and strengthen resiliency in the Addicks Reservoir watershed by reducing Water Surface Elevation up to 0.68 feet during the 100-yr storm event and includes the removal of 158 structures, 3.5 miles of roadway and 83.1 acres from the floodplain area. 

 

Alternative Options:

The alternative to approving this item would be to select another firm for this assignment, which would result in delays in completing this project. Based on grant requirements, support of design transition to a new team would be on the critical path, which is dependent on a project completion in 2028.
