Background and Discussion:

META Planning & Design is proposing the Azalea Trails subdivision at the northeast corner of Grant Road and Cypress-Rosehill Road. There is currently a proposed Minor Collector extending from Kitzman Road through the development and connecting to Cypress-Rosehill Road, which the developer is requesting removal from the MTFP.

The proposed Azalea Trails subdivision is in the unincorporated portion of the county and has recently been disannexed from the City of Houston Extra-territorial Jurisdiction (ETJ) and, as such, is subject to the County’s review and approval of any amendments to the MTFP.

Notification was sent to the property owners within 500 feet of the proposed amendments announcing an open house on October 2nd to receive comments and a Public Hearing on October 16th at Commissioners Court. Contact information was also provided

One comment was received upon notification of the proposed amendment and staff responded to the satisfaction of the commenter.  Based on the lack of opposition from the property owners and residents

there is no opposition to the proposed amendment to the Harris County MTFP.

The Texas Department of Transportation (TxDOT) has final review and approval of the county’s MTFP.  Any amendments to the MTFP will need to show an open and fair process to receive TxDOT’s approval.

Expected Impact:

META Planning & Design is in the process of submitting the Azalea Trails plat and needs a decision on this Minor Collector designation.  The property owners have been notified and have had opportunity to express their concerns of the proposed MTFP amendment to the Court.

The Office of the County Engineer has established a process for addressing MTFP amendments in the unincorporated, non-ETJ portion of the county with the approval of the MTFP Amendment process in August 2025.  This MTFP amendment procedure establishes a precedent for a transparent and equitable process sufficient for TxDOT approval.

Alternative Options:

Failure to approve this amendment to the MTFP will pose constraints to the Azalea Trails development that could delay or halt progress.
