Background and Discussion:

On August 7, 2025, Commissioners Court nominated Martina Lemond Dixon to be named on the final ballot for appointment to the Harris Central Appraisal District Board of Directors. Commissioners Court, as the governing body of the Flood Control District, must now cast the District’s 48 votes to finalize its selection in the taxing unit election process. The two candidates who receive the most votes during the taxing unit election process will be appointed to the two expiring board positions on the HCAD Board for a term of office beginning January 1, 2026.

According to voting entitlement calculations made pursuant to Texas Property Tax Code Section 6.03(d), the Flood Control District has 48 votes.

Expected Impact:

The governing body of each taxing unit is entitled to cast its votes for a candidate(s) of its choice from the names appearing on the Certification of Ballot. The two candidates receiving the most votes will be appointed to the board of directors for 4-year terms beginning January 1, 2026.
