Project Description:

Precinct 4 has received authorization in FY24 and FY25 to use commercial paper for facility improvements as per OMB’s non-voted commercial paper policy. Costs for headquarters furniture came in lower than expected, and Precinct 4 would like to reallocate budget as per the table below.

Justification & Alternatives for Tracy Gee CC Renovations - MF3BB:

The existing Tracy Gee Community Center, located at 3599 Westcenter Drive, is one of seven community centers located within Precinct 4. The existing building, constructed in 1983 and last renovated in 1996/97, is approximately 20,000 square feet in floor area. The current request is for detailed designs to address the issues identified in the previous schematic design phase.


During the previous schematic design phase, Precinct 4 engaged STOA Architects to complete a Building and Site Assessment report for the facility; below are the key findings from the report.

In Summary, this Investment Memo is requesting funding to complete the following activities.

                     Obtain a LEED certification to recognize our building as meeting the rigorous standards in sustainability, energy efficiency and environmental responsibility.

                     Completion of detailed design changes that will also affect the increase of construction costs to incorporate the LEED elements.

Justification & Alternatives for Tomball Carwash Equipment - CARWASH_TSC

This investment addresses a critical operational gap. Without a wash system onsite, vehicles accumulated dirt and debris, especially after storm response or road maintenance activities, accelerating wear and tear and diminishing the professional image of county assets. Routine vehicle washing helps.

                     Additional funds are needed for the required utility connections, including digging and line connections, which were not included in the original project estimate. This work is necessary to make the onsite washing system fully operational.

                     The wash system will provide a dedicated onsite resource for maintaining County vehicles, particularly following storm response and road maintenance activities, helping reduce wear and tear and maintain the condition of County assets.
