Background and Discussion:
On May 14, 2025, Harris County received notification of its jurisdiction's Fiscal Year (FY) 2025 allocations for the Office of Community Planning and Development's (CPD) formula programs: Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). The allocation amount in CDBG, HOME and ESG totaled to $21,968,453.43.
On June 26, 2025, Harris County Commissioners Court approved the Housing and Community Development’s submission Program Year 2025 (PY2025) Annual Action Plan (AAP) beginning October 1, 2025 and ending on September 30, 2026, to the U.S. Department of Housing and Urban Development (HUD). Then on July 2, 2025, Housing and Community Development submitted the PY2025 AAP to HUD for approval.
On January 6, 2026, HUD transmitted the FY2025 Grant Agreements for the CDBG, ESG and HOME Programs to Harris County for the total award amount of $21,968,453.43. The awarded allocation amount for each program is below.
CDBG $15,794,784.00
HOME $ 4,839,440.43
ESG $ 1,334,229.00
Expected Impact:
Execution of grant agreements, for the inclusion of $21,968,453.43 in HUD Entitlement funds into the PY2025 Annual Action Plan will continue to assist low-to moderate income individuals and communities in Harris County.

There are no alternative options as the execution of the HUD Entitlement grant agreements for CDBG, HOME, and ESG are necessary to receive the awarded funding.
