Background and Discussion:

On March 22, 2022, the Commissioners Court approved a Master Service Agreement (“Agreement”) with Elite Research, LLC for consulting services.

On September 27, 2022, Harris County Commissioners Court authorized the expenditure of $366,000.00 in funds under Job No. 21-0317 for the Agreement through which Elite Research, LLC agreed to provide applied research, data analysis, management strategies, and other services for conducting a comprehensive evaluation of the Hire Up Harris Program and the Apprenticeship Advantage Program.

Because the contracts with the vendors for both the Hire Up Harris and the Apprenticeship Advantage programs have been extended, the Parties now desire to extend the evaluation services until October 31, 2026, and increase the amount of funding available under the Agreement by an additional $421,307.00 to cover the cost of the extended period with amended Scope of Services. Specifically, the amendment allows the increase of the funding available by an additional $208,870 in FY25, and $212,437 in FY26. This subaward is funded through FLEX fund dollars as made available by ARPA funds.

Expected Impact:

Upon approval of this amendment, Elite Research, LLC, will be able to continue implementing program evaluation plans for the two ARPA workforce programs. Final evaluation reports will be shared with the Office of County Administration (OCA) and Commissioners Court.

Alternative Options:

Failure to approve the amendment between Harris County and Elite Research, LLC will limit the vendor’s ability to effectively evaluate ARPA programs’ impact, efficiency, and effectiveness.
