Background and Discussion:

Harris County Housing & Community Development Department (HCHCD) and the Harris County Housing Finance Corporation (“the Corporation”) entered into Amended Management & Accounting Services Agreements (collectively “Agreement”) approved by Harris County Commissioners Court on December 19, 2023 and March 27, 2025, and an original agreement approved by Harris County Commissioners Court on September 10, 2019, to provide management and accounting services for the Harris County Housing Finance Corporation.

HCHCD has led the Corporation since 2019 and has the organizational capacity to support the Corporation to provide and finance affordable housing development opportunities in Harris County and that the Parties agree to amend the Agreement for the balance of the four-year term. The Corporation is authorized to issue debt instruments for the purpose of purchasing single-family income mortgages or interests and providing financing for multi-family projects that serve to low- and moderate-income owners/residents and develop and own affordable housing developments. The Corporation has managed deployment of Treasury SLFRF funds and serves as lender, general partner or landowner for over 20 projects which generate income and necessitate increased staffing.

HCHCD is well versed in the accounting and financial operations of component units of government and currently manages the Harris County Redevelopment Authority (a local government corporation and component unit of Harris County); and the parties agree that amending this Agreement will work to the mutual benefit of the Corporation and Harris County to advance the provision of affordable housing in Harris County.

Expected Impact:

The Agreement provides for payment to HCHCD of $684,000 annually for services to be provided to the HCHFC based on retroactive commencement, as agreed to by the HCHFC Board of Directors, as of January 2026.

Alternative Options:

HCHFC cannot implement the development, financing, and ownership of affordable single and multi-family housing without the Management and Accounting Services provided via contract by HCHCD. The Agreement is a fee for services agreement between HCHFC and the HCHFC.
