Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the Houston-Galveston Area Council for grant funds in the amount of $48,000,000, with a required match of $12,000,000, for the 2023 Barker Cypress Road Reconstruction project (Precinct 3).
end
Background and Discussion:
The proposed Barker Cypress Road Reconstruction project will widen Barker Cypress Road from four to six lanes, converting it from a four-lane asphalt section with open ditch drainage to a six-lane concrete urban section with curb-and-gutter including added sidewalks. The project includes reconstruction of the bridge over the railroad and intersection improvements along Barker Cypress Road at Queenston Boulevard, and US 290 eastbound and westbound frontage roads. The improvements will reduce congestion, increase transportation safety, improve pedestrian accommodations, improve drainage due to modernizing the roadway to include curbs and gutters, reduce vehicular emissions attributable to severe traffic congestion, and decrease the travel delays for the Barker Cypress Corridor.
Harris County has identified the proposed improvements as a high priority due to the increasing severe daily recurring congestion along Barker Cypress Road near US 290. The negative impacts of this congestion extend well beyond the extents of the proposed project impacting businesses, residents, and schools. The grant application will seek $48 million of the Department of Transportation’s federal funds through the H-GAC with $12 million of local matching funds from Precinct 3 for a total project cost of $60 million.
Expected Impact:
The submission of this project application will allow Harris County to seek funding to address congestion, accessibility, connectivity, capacity, and safety challenges in an area of high growth.
Alternative Options:
To not to apply for the Houston-Galveston Area Council’s 2023 Project Selection Process and pursue the proposed project with local funding.
