Background and Discussion:

This is a joint project between the Flood Control District and the City of Houston to build 20 interconnecting storm water detention basins on the City of Houston property formerly known as the Inwood Forest Golf Course. Immediate area has experienced repetitive flooding in the area, and this project is needed to provide flood damage reduction, as well as mitigate future City of Houston drainage projects in the area. The purpose of this change order is to add a pay item for remove and disposal of metal guard fence and increase pay items for HDPE pipe, reinforced concrete pipe, and concrete channel lining. Also adds 32 days to the contract due to inclement weather experienced by the contractor.

Expected Impact:

The Inwood Detention Basin will provide 1,274 acre-feet of detention volume which will be equally shared by the City and the Flood Control District to provide flood mitigation and general flood damage reduction benefits to Harris County residents.

Alternative Options:

This is an active construction contract, so there are not many alternatives to approving a change order other than cancelling the contract, which is not recommended as doing so would substantially delay the remaining work in the construction contract.
