Background and Discussion:

On June 26, 2012 Commissioners Court approved a contract with TransCore for the design, installation and maintenance of a roadside toll collection system for HCTRA’s network of toll roads. This contract has been amended several times to continue meeting HCTRA’s changing toll collection needs.

Court approved an ILA with METRO on May 16, 2023 to expand HCTRA’s responsibilities to operating and maintaining METRO’s Automated Reversible Gate Operations (ARGO) on 105 miles of Express Lanes throughout Harris County. Under a previous ILA between Harris County and METRO, HCTRA has been providing tolling services on METRO’s Express Lanes since 2017 and violations collections since 2021. This amendment includes the installation of toll collection systems and toll equipment infrastructure that are compatible with HCTRA’s existing toll collection system and is necessary to accommodate the conversion to cashless toll collection while maintaining revenue collection throughout construction. It also incorporates HCTRA’s operations and maintenance obligations for the ARGO system for 5-years. TransCore was providing these services under a contract with METRO that expired in July 2023. This amendment will allow all HCTRA toll lanes and toll lanes managed by HCTRA to be performed with a single vendor.

Expected Impact:

Approval of the Eleventh Amendment to the TransCore Agreement will ensure the continued operation, maintenance, and reliability of critical tolling infrastructure while supporting the Harris County Toll Road Authority's transition to a fully cashless toll collection environment.

The amendment expands TransCore's responsibilities to include trip formation, transaction processing, and related tolling services that improve transaction accuracy, support license plate image validation, enhance customer service, and provide operational transparency through ongoing reporting and coordination with HCTRA Tolling Operations. Additionally, the amendment adds five one-year renewal options, providing contractual flexibility and reducing the risk of service disruptions while future procurement strategies are evaluated.

Incorporating the operations and maintenance of METRO's ARGO system into the existing agreement enables HCTRA to efficiently fulfill its contractual obligations to METRO by utilizing a single vendor to manage both tolling and ARGO operations. This approach streamlines vendor management, improves operational efficiency, and ensures uninterrupted transit service and reliable Express Lane operations throughout Harris County. Overall, the amendment is expected to enhance operational reliability, improve toll transaction processing efficiency, support regional mobility objectives, and ensure the continued delivery of critical transportation services to the traveling public while maintaining appropriate County oversight and financial controls.
