Background and Discussion:

Commercial Paper Series D can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).

Commercial Paper is being requested for the Countywide Asset Management Program project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources.  This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.

HB 1869 compliance confirmed by: Paige Abernathy, Special Assistant County Attorney, 9/9/2025.

Expected Impact:

Harris County Universal Services has initiated an Asset Management Program that will optimize IT spend across different assets, including Computers, Software licenses, Telecom, and others. The asset management program will also help with risk mitigation of software and hardware assets at the County.  The project will be executed in phases to improve the chances of success and to help the departments to streamline their onboarding.

Alternative Options:

Alternatives to this project would include leaving software and hardware purchases as they are currently done in a very inefficient manner. The duplication of efforts that results in wastage of resource time and significantly high payments to the vendor will continue, thus resulting in increased risk and costs to the County. This will also cause unwarranted delays due to outdated architecture.
