Background and Discussion:

The project is located in northwest Harris County, north of Cypress North Houston Road and east of North

Eldridge Parkway. The existing drainage system consists of roadside ditches which outfall to the west of the

subdivision via 24 to 36-inch pipes at three points along HCFCD Channel K161-00-00 and to Cypress Creek

from a fourth outfall at the northeast corner of the subdivision. The scope and proposed improvements

include bringing the subdivision roadways into compliance with Harris County Standards, constructing storm

sewer underlying roadside ditches, regrading roadside ditches, upsizing and replacing driveway culverts,

replacing driveways, and the construction of a storm water detention basin.

 

The Change in contract request new items for the following:

                     PCO-1: Removal of Septic tanks - Added New Item “Remove Septic Tanks” additional cost for the amount of $3,250.00. Change in contract is due to difference in field conditions. During Clearing and Grubbing operations at the Proposed Detention Pond area, contractor uncovered 5 septic tanks. Contractor submitted RFI #02 requesting a new item to cover the scope of work. Engineer of Record and Harris County accepted the request.

 

                     PCO-2 : Dry Jack and Bore 24 inch Reinforced Concrete Pipe - Added New Item “Dry Bore 24” Reinforced Concrete Pipe W/36” Steel casing , Complete in Place”  additional cost for the amount of $183,142.40. Deducted from Existing Item “Bore and Jack 24” RCP” the amount of $88,102.40.  Change in contract is due to difference in field conditions. Plans called for Jack and Bore 24” Reinforced Concrete Pipe to connect the proposed North end of Detention Pond to the existing HCFCD UNIT # K100-00-00 CYPRESS CREEK. Contractor discovered that the underground material was white silty sand and that the standard Jack and Bore would not hold the material enough to jack the 24” Reinforced Concrete Pipe through. Contractor proposed Dry Jack and Bore 24” Reinforced Concrete Pipe using a 36” Steel casing. The Engineer of Record and Harris County agreed with the proposal.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation

of structural flood damage to homes in the community. This contractor award is a step in the process to

reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the

financial impact of recovery costs to the Tower Oaks Plaza subdivision homeowners, Harris County, and FEMA.

The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division

subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project

schedule or staffing anticipated.

 

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the project area will continue to experience flood risk.
