Background and Discussion: Mowing and Various Maintenance Services for the Central East Region for the Harris County Flood Control District. Full-Service Contracts are utilized to maintain the 18,000+ acres of vegetation throughout the county. All nine (9) sectors now utilize a full-service contract. Full-service contracts are structured so needed maintenance such as debris removal, buy-out lot mowing, and fence line pruning, are incorporated into a single contract. This inclusion of services has helped the District and its contractors provide a year-round presence and a reduction of deferring maintenance activities that cost less when performed more frequently. This contract is essential for executing the infrastructure work mandated by the ‘Maintenance Matters’ Proposition passed in November 2024.

Expected Impact: Renewing this contract will allow the District to provide the citizens that live within this sector a level of service they have come to expect and prevent a lapse in service. These services include mowing channels and basins three times per year, monthly mowing of buy-out lots, debris removal as needed, and clearing fence lines along access points and adjacent to the channels.

Alternative Options: Services could be provided through in-house working crews, however, the County does not currently have the equipment nor training necessary to provide services at the current levels.
